The "limited recline" is for rows 20 & 21, as that would interfere with the Exits. Row 23 is the first in UA E, where the others (16 - 22) are in E+. At least this is how it is on the UA 763 Two-Cabin Class ships. On that plane, I like Row 22 and either A-B or K-L. Only drawback for me is the lack of a seat armrest.Since Premium Select is just behind Delta One, there will be a hard separation, I believe a bulkhead in that plane (the galley and bathrooms are just ahead of Premium Select.
