The IWE system is what locks and unlocks the front hubs when you change back and forth from 2WD and 4WD. The system works off of vacuum and functions a little counter-intuitively in that it uses vacuum to keep the hubs unlocked for 2WD and shuts off the vacuum to lock the front hubs for 4WD.

Applied 10lbs of vacuum with my vacuum pump to both, jacked both front wheels off the ground. With 10lbs of vacuum both hubs disengage like normal. Left the pump on and spun both wheels for about 5 mins, it held the 10lbs of vacuum.When the truck is cold < 32 degrees F, and I have vacuum in the vacuum tank (28mm) the solenoid does not send vacuum to the IWE's. This means when cold, the first 1/2 to 1 mile until it warms up the IWE's are engaged. Then thesolenoid. allows vacuum to the IWE's and I am in 2WD. 2016 F-150.
