• Definition of CBE: Competency-based education refers to a system of instruction, assessment, feedback, self-reflection, and academic reporting that is based on students demonstrating that they have learned the knowledge, attitudes, motivations, self- perceptions, and skills expected of them as they progress through their education.Competency-based education is being implemented at deeper levels in more schools every year. It is a major shift in school culture, structures, and pedagogy focused on ensuring that all students succeed and addressing the fundamental shortcomings of the traditional model.This article explores the meaning of competency based curriculum in pre-service nursing and midwifery education in Rwanda. A grounded theory approach, following Corbin and Strauss, was used. Following ethical clearance by the university ethical committee, data was collected from 17 participants through in-depth individual interviews of staff.
