He killed and resurrected Hrozgar, then another dragon "Shard", and now, with his dragons in his home system, with surplus stockpiles of all resources, they just vanish. Sometimes it's one at a time, other times it's ...Minimal resources required to do this. And sure they could spawn anywhere, but also being able to kill any organic and instantly resurrect them is very strong and shouldn't be underestimated.
