NCL told me the same thing when I called to inquire about getting the reservations linked. I tried the second reservation # and lead passenger name and it still doesn't work.

In my experience, going from airport to pier only required being on the transfer agent's list. Going from pier to airport required a physical voucher delivered to my cabin during the cruise.
