If it stays cool while driving, the radiator is OK. The overheating at idle is due to low airflow. probably a bad fan or blown fuse or relay. Turn the AC on while idling. One or both fans should come on when the compressor engages. If not, tap the fan motor with a hammer to see if it kicks on.
